That would be the procedure with modern guns. As far as bp guns go I'm not sure they have to keep records since they're not regulated. She probably just told you that because all she knows is they don't have any records.

Just an update my friend stopped by today and managed to pry said gun out of my hands and take it back home with him. But he did say he will leave it as it is no conversion
. I did tell him we need to go out and run a few cylinders through it though I even offered to use my powder, caps and lead and clean it for him afterwards.
