The blade is 2-7/8" long, OAL is 5-3/4", just a nice neck knife size.

I like that one Em.

What is the purpose of the little decorative cutout on the blade?

I'm not sure, probably just that....a decorative cut out. Maybe the "trademark" of the maker?

I've seen that done on numerous skinner/patch knives. Would really like to know what it is too.....

Maybe a trademark I suppose. I was also thinking it could be a "traction device" for your finger. I have a knife that has a similar cutout section in the same place, and it's to help you hold onto the blade while you're skinning.

I think that's what it is. Most decoration is done on the back of the blade. I don't see using up that much cutting edge without a purpose.

That's what I was figuring too Hawg. The maker used up 1/4 of the blade for that, so it must be important. I'm pretty sure it's used so you can "choke up" on the blade so to speak. That way you can have a little more precise control. But it's all just a theory.
